This project will support net-zero policy planning, forward-looking technology tracking and application assessment, and provide assistance for the agency's net-zero performance management operations. In response to international decarbonization trends and supply chain pressures, the project will leverage the strengths of industry carbon-neutrality alliances and trade associations. Led by anchor enterprises, it will drive decarbonization efforts across supply chains and industrial chains, identify key manufacturers facing domestic and international regulations as well as customer decarbonization requirements, and provide resources for carbon inventory and emissions reduction guidance.

Through a "large enterprises leading small ones" approach, upstream and downstream players, as well as peer manufacturers, will be connected to jointly develop carbon management solutions. By harnessing the cascading effect across supply chains, the initiative aims to accelerate the net-zero transition across the industry as a whole.

In summary, this project will adopt three core principles — Net-Zero Policy Planning and Cross-Domain Collaboration, Carbon Neutrality Alliance and Industry Linkage, and Substantive Decarbonization Capacity Building — to progressively advance the industry toward the net-zero goal.
