The “National Project of Hope” identifies “Green Growth and the 2050 Net-Zero Transition” as a key national development goal, emphasizing the circular economy as a driver of industrial upgrading, technological innovation, and carbon reduction. In line with the national net-zero pathway, the circular economy has expanded beyond traditional waste management to become an important approach for improving resource efficiency, reducing material dependence, and strengthening supply chain resilience. The Executive Yuan has started implementing the “Circular Economy Promotion Program” (hereinafter referred to as the “program”) since 2018, and the Ministry of Economic Affairs has established the “Circular Economy Promotion Office” as the single point of contact for the program. The office holds recurring regular and irregular meetings to coordinate and integrate inter-departmental support and resources. As needed, the office reports to the Executive Yuan to coordinate the promotion of circular-economy industrialization and to assist industries in transforming towards a circular economy, thereby continuously strengthening global competitiveness. The Ministry of Economic Affairs is in charge of program development and assessment of program effectiveness based on industry demand and market trends. The program is consistently reviewed and actively promoted to achieve maximum results.
