The "Program for the Development and Internationalization of Emerging Biomedical Industries" (hereinafter referred to as "the Program") is based on the policy vision of "Healthy Taiwan." Guided primarily by the 2025 General Recommendations of the Bio Taiwan Committee (BTC), the Program will focus on four key areas: "Driving Precision Health Development with AI," "Promoting International Validation and Market Access Mechanisms," "Enhancing CDMO and Smart Manufacturing Capabilities," and "Building a Biomedical Innovation Ecosystem." It aims to continuously strengthen international market presence and resource alignment, assist enterprises in introducing advanced technologies and developing innovative products, and deepen multinational collaboration models, thereby enhancing the autonomous capability and global competitiveness of Taiwan's biomedical industry.

With "Investment Attraction," "International Linkage," and "Policy Promotion" as its three core pillars, the Program provides real-time obstacle resolution for industrial development through one-stop service consultation cases for the biomedical industry. It also strengthens the international cooperation and linkage mechanisms among industry, academia, research institutions, and medical centers by promoting investment and technology matchmaking. Furthermore, the Program will continue to push for the implementation of the "Biomedical Industry Development Act," encouraging operators to invest in emerging biomedical fields such as new drugs, regenerative medicine, precision medicine, digital health, and innovative medical devices, thereby driving the innovation energy of Taiwan's biomedical industry and positioning it in forward-looking markets.

The Program will focus on driving the development of the emerging biomedical industry, which covers sub-sectors such as precision medicine, regenerative medicine, and digital health. By fostering collaboration among enterprises, academic/research institutions, and medical centers, the Program aims to accelerate the commercialization of Taiwan's innovative technologies and their entry into international markets. This will facilitate multinational cooperation, attract global investment, and ultimately shape Taiwan into a strategic hub for emerging biomedicine in the Asia-Pacific region, while serving as a key partner in global health and supply chain security.
