To address industry needs, the Industrial Development Administration (IDA) actively cultivates high-quality talent with cross-disciplinary capabilities, software–hardware integration, and strong practical skills. In accordance with Article 18 of the Statute for Industrial Innovation, the IDA collaborates with industry stakeholders to promote the Industry Professional Assessment System (iPAS). Through cross-ministerial collaboration and the integration of resources from public research institutions and industrial associations, this mechanism guides schools and training institutions in adjusting curricula within an integrated “teaching, training, appraisal, and employment” model. This approach establishes a virtuous cycle between talent cultivation and enterprise demand, positioning ability appraisal as an objective competency credential beyond academic degrees and as an effective talent selection tool for enterprises. It enhances participation by youth and in-service professionals in key strategic fields while strengthening enterprise trust in and adoption of iPAS.
