Industrial Development Administration (IDA) Advances Net-Zero Transformation in Manufacturing

1. In response to the accelerating global push toward net zero—including the launch of the EU’s CBAM and increasingly stringent decarbonization requirements across international supply chains—the Executive Yuan has approved a target for Taiwan’s manufacturing sector to reduce greenhouse gas emissions by 18% from 2005 levels by 2030. With the carbon fee system officially implemented in 2025, the pressure on manufacturers to transition continues to intensify.

2. To help enterprises address these challenges and maintain competitiveness, IDA allocated approximately NT$11 billion from 2023 to 2025 under the “Special Act for Enhancing Economic and Social Resilience and Public Sharing of Economic Achievement in the Post-pandemic Era.” Through talent cultivation, diagnostics and consulting, and financial assistance, the program supports low-carbon and smart transformation for small and medium-sized manufacturers. As of November 2025, more than 45,000 individuals have been trained, 6,929 firms have been assisted, and 2,843 enterprises have been subsidized, laying a solid foundation for the industrial net-zero transition.

3. To strengthen corporate carbon management capabilities, IDA launched CBAM training programs to support enterprises in completing product embedded emission declarations. Taiwan ranked fifth among EU reporting entities in the first declaration period in Q4 2023. IDA has also promoted the adoption of ISO 50001, the energy management system, guiding 416 companies by 2025 to improve efficiency and reduce costs. In addition, IDA assists enterprises in implementing ISO 14067 product carbon footprint calculations to meet supply-chain verification requirements.

4. To enhance industry-wide collaboration, IDA has established net-zero working groups with major sectors, including steel, petrochemicals, electronics, cement, textiles, and pulp and paper, to jointly develop decarbonization pathways. Meanwhile, the “Industrial Carbon Neutrality Alliance,” initiated by the Chinese National Federation of Industries, has attracted over 143 industry associations, demonstrating a strong collective commitment to advancing net-zero.

5. In October 2025, the Executive Yuan gave preliminary approval to the Ministry of Economic Affairs’ four flagship decarbonization programs for the manufacturing sector: “Voluntary Industrial Emission Reduction,” “Deep Energy Efficiency – Manufacturing Sector,” “State-Owned Enterprise Decarbonization – China Steel Corporation,” and “State-Owned Enterprise Decarbonization – CPC Corporation.” Moving forward, the Ministry will continue promoting mature low-carbon technologies, advancing next-generation solutions, and integrating AI to drive both digital and net-zero transformation, ensuring Taiwan’s manufacturing sector remains competitive in global supply chains.
