In line with the global net-zero goal, the National Development Council (NDC) released the "Taiwan's Pathway to Net-Zero Emission in 2050 ", which provides a proposed approach for the Information and Communication Technology(ICT) industry to reach the net-zero emission by 2050, and also points out that the ICT ranks second in carbon emission among all industries, accounting for 22% of Taiwan's total carbon emissions, with carbon emissions from electricity accounting for a major portion. Since the semiconductor industry, the Optical and Panel Products Manufacturing and the electronic manufacturing services (EMS) industry account for 80% of the total ICT, the Industrial Development Bureau, the Ministry of Economic Affairs(IDB) is taking these three major industries as the first target for promotion, and is facilitating paradigm cases and mechanisms that will be extended to all industries to accelerate the achievement of the industry's overall carbon reduction target.
In order to support the industry's transformation from carbon awareness to carbon reduction, the IDB has successively established the talent cultivation "net zero carbon emission - CEO senior leadership class, seminar, seed class , and advanced class" to strengthen the concept of Net-Zero and determination in the ICT. 70% of the senior executives who attended the IDB's talent cultivation classes said that in the past, the company was asked by customers to work with the supply chain to reduce carbon emission, and only after attending the class did they have a comprehensive understanding of net-zero, and will invite more employees to attend the government's seed classes to train seed personnel. In addition to enhancing the industry's carbon emission assessment capability, the IDB has also invited a team of consultants and experts from industry and academia to visit factories and provide carbon emission assessment methods, suggestions for improvement, and advice to help companies formulate carbon reduction plans. 454 applications have been made for ICT industry by the end of June, from central factories to suppliers , the ICT will jointly complete the carbon emission assessment to achieve carbon reduction goals step by step.
To meet the needs of the industry, the IDB commissioned the Taiwan Electrical and Electronic Manufacturers' Association (TEEMA) to hold the "Seminar on the Development of Semiconductor and EMS Carbon Reduction Pathway Targets and Strategy Blueprint" on June 13, 2023. The industry has discussed the 2025 and 2030 carbon reduction goals and their supply chain carbon reduction strategies, The IDB will continue to work with TEEMA to assist the industry in publishing a white paper on low-carbon transformation and a clear transformation path, so that the concrete benefits of carbon reduction can be realized in the ICT.
