1. Project Description:
In line with the President's "Five Trusted Industry Sectors" policy and the Executive Yuan's "National Project of Hope," which focuses on "Innovative Economy, Smart Nation" governance, efforts continue to establish the foundation for AI integration in industries. This includes key technological innovations such as generative AI, to actively cultivate high-quality talent to meet future demands. The aim is to accelerate the supply of interdisciplinary professionals with practical capabilities, including engineers skilled in hardware and software integration, to drive industrial innovation. Additionally, through linking industry-driven ability assessments, enhancing cross-government collaboration, and integrating the efforts of industry associations, this project develops the training resources needed to cultivate practical talents. It also guides schools in adjusting their curricula to equip students with the practical skills required by the industry, encouraging them to pursue high-quality jobs in manufacturing-related key industries. This creates a positive feedback loop between education, training, and employment, accelerating the supply of industrial talent.
2. Execution Results and Performance:
(1) Promoting the Industry Professional Assessment System (iPAS):
In response to the government's digital transformation and net-zero policies, the "Net-Zero Carbon Emission Planning Administrator" exam was held in 2024, which received significant attention from industry professionals. The first year saw over 34,000 participants. In response to the urgent demand for AI application talent and the challenges in finding suitable candidates, the project developed the "AI Application Planner" competency assessment, offering both beginner and intermediate levels of certification. The project also developed related training courses in collaboration with industry-academia organizations to ensure ample resources for talent cultivation. To ensure the professionalism and forward-thinking of the certification system, experts from various fields, including industry, government, academia, and research, are involved in continuously improving the competency assessment system and question banks, optimizing test administration, and coordinating nationwide theoretical and practical exams to enhance the operational efficiency and industrial benefits of the certification system.
(2) Linking Industry-Academia Development, Training Resources, and Talent:
The project inventories the skills required by digital talents and provides policy recommendations. It connects industry-academia organizations to jointly develop digital learning materials and courses to cultivate digital talent. It also encourages businesses to design solid, practical skills training programs and offer high-quality internship opportunities to enhance their internal training capabilities.
(3) Talent Matching and Salary Growth Promotion:
Through the competency assessment coordination and management mechanism, the project strengthens and encourages businesses to use iPAS as a strategic tool in their internal selection, retention, and hiring mechanisms. It also encourages companies to prioritize candidates with iPAS certification in interviews and hiring. Through diverse matching activities, the project promotes exchanges between businesses and certified individuals, increasing the average salary of certified talents. This helps shape the professional value and honor of talent in the workplace, enhancing the value of industry professionals.
