In the 1310th ministry meeting, acting Minister Shen Jong-chin heard the report on the “Elimination and re-use of textile sludge: An all-round solution” presented by the Industrial Development Bureau on the 24th. The bureau expressed that as the environment protection laws and regulations are becoming stricter, it is the common issue for the government and industry to minimize the wastes derived from the production process. The textile industry creates an average of 8 tons of sludge per year. To solve the problem of sludge accumulation, the Industrial Development Bureau helps to implement the dual measures of “decreasing wastes from the origin” and “re-using wastes.” It also helps to consolidate the idea of a circular economy.

Observing the past benchmark cases, the Industrial Development Bureau led the textile industry to witness the “Tubular sludge dryer” researched and developed by LEALEA ENTERPRISE CO., LTD. It can transform 4 metric tons of wet sludge into 1 metric ton of dry sludge. Its success has motivated many equipment manufacturers to produce sludge dryers suitable for use in the textile industry, achieving the goal of minimizing wastes from the origin.

At present, the Industrial Development Bureau is assisting the Yangmei Plant of Li Peng Enterprise Co., Ltd. with a special project to transform the sludge created in that factory into fuel auxiliary to be mass burnt in the fluidized bed boiler. Using its features of high temperature and average temperature, high combustion efficiency of the fluidized bed boiler, and air pollution control, it works to avoid doubts in terms of air pollution. In addition, regarding the bottom ash created from the wastes derived from mass burning of the boilers, it also assists manufacturers to convert the bottom ash from mass burning into Controlled-Low-Strength-Materials (CLSM) and other re-usable resources as an exemplary case.

The Industrial Development Bureau proposed that now it also assists TA-YUAN COGEN CO., LTD. in adding new co-generators. Through the technology of re-cycling sludge into energy, it is also helpful in eliminating textile sludge. In the future, it will promote a huge regional energy-recycling center to process the sludge wholly to solve the problem of eliminating wastes.
